These steps are performed outside 360Learning by whoever manages your organization's developer accounts.
Before you start, get your D-U-N-S number. Apple requires it to verify your organization’s identity during enrollment.
To create your developer account:

When configuring your account, you must provide your trader status so that we can submit new apps or app updates for distribution in the European Union (EU). To comply with the Digital Markets Act (DMA), go to the Business section and provide your trader status or Apple will not allow us to release the app in the EU.
If you don’t want to distribute your app in the EU or if you’re not a trader, you’ll have the option to turn off your trader status for each specific app.
